I think this very well organized and written, and is a good idea.
The one recommendation I have is that junior leaders be required to turn in a summary, or list of what they accomplished at the end of their term, rather than an event-by-event log. For kids of this age, keeping a regular log is an additional burden that most of them will simply not meet, given their school, sports, and other responsibilities. Since we don't exactly have an over-abundance of kids volunteering for these positions, we should minimize the difficulties.

In response to requests from Troop Committee members, I am in the process of
writing a Leadership Manual for Junior Leaders in the Troop. The manual will
contain step-by-step procedures for various Troop and Patrol functions. I
have not finished the manual yet, but have most of the topics laid out. I would
like everyone to review the attached draft and let me know of any errors or
additions that you would like to see in the manual. If your Scout is a Junior
Leader please ask them what they think should be included in the manual.
I will continue to work on this manual as time permits and will make it
available for download on the Troop website when it is done.
