[Committee] Proposed New Senior Patrol Requirements

My proposal would not but Scouts back into the Junior Patrols from the  
Transition Patrol. I would stop transferring anyone into the Transition  Patrol and 
keep Scouts in the Junior Patrols until they are Senior. Right now,  everyone 
in the Transition Patrol is capable of moving to the Senior Patrol by  Feb. 
1st.
