[Emeraldbay] First Year Rank Advancement

I will once again be available at 4 PM Thursday at the Scout Shack to sign 
off Rank Advancement for Scouts that took the First Year Rank Advancement at 
Emerald Bay. Scouts that I still need to see include,

Quinton Kite
